Pictures have rolling lines

Sync problem. Suppose that the whole picture rolls. Or it may tear into zig-zag lines. Either way, your scanning motor is running at the wrong speed. At the receiver or monitor, adjust motor speed. Keep the camera or transmitter speed constant.

Hum. Suppose that the picture is stationary, but it has lines crawling across it. Then line hum might be getting into your picture. Ground the preamplifier chassis. Be sure that you use shielded cable between the pickup and the preamplifier. Add a large, electrolytic filter capacitor across the preamplifier power rails. 470 uF to 1,000 uF should suffice. The voltage rating should be at least three times the output voltage of your power supply.
